Ukrainian government agencies, military, and critical infrastructure will be prohibited from using the Telegram social media app due to national security concerns, as announced by officials on Friday.

This decision stems from apprehensions that Russian forces may have gained access to personal data from Ukrainian Telegram accounts, including sensitive communications of high-ranking officials. The National Security and Defense Council of Ukraine (NSDC) has taken this step amid rising tensions and ongoing security threats.

Earlier this week, Ukrainian officials received briefings from the National Coordination Center for Cybersecurity (NCCC), which highlighted the potential risks associated with the app.

Following these discussions, the NSDC recommended limiting the use of Telegram for official correspondence on government devices. This measure aims to protect sensitive information from potential breaches, reinforcing the importance of cybersecurity in the ongoing conflict with Russia.

While the advisory from the NCCC directs the government to restrict Telegram’s use for official purposes, it does not affect the official channels operated by public authorities on the platform.

This distinction suggests that while there are concerns about individual usage, the government still recognizes the utility of Telegram for disseminating information through official channels. The nuanced approach reflects the challenges of balancing communication needs with security risks.

In a related development, French authorities have arrested Telegram’s founder and CEO, Pavel Durov, for failing to moderate the platform effectively.

Durov has been formally indicted, and authorities are attempting to hold him accountable for criminal activities that have reportedly occurred via the messaging service. The arrest underscores the ongoing scrutiny of Telegram and its role in facilitating communication, particularly amid geopolitical tensions.

Ukrainian military intelligence chief Kyrylo Budanov has expressed strong concerns about Telegram, emphasizing that the issue transcends freedom of speech and enters the realm of national security.

His previous warnings about the app’s risks highlight a growing consensus among Ukrainian officials regarding the need for enhanced security measures. As the situation evolves, the focus on protecting sensitive information continues to shape Ukraine’s approach to digital communication in the context of the ongoing conflict.
